'UK to become union' issue hangs on 1979

In 1979 the Kentucky Supreme Court said that 'UK employees can form a union, but that UK administration does not have to recognize it'. Or, at least, that is what I am told. I can't find that decision on the web to confirm it, maybe find something to work with in the opinions. Shame it didn't happen after 1996 so I could...

I told a UK employee about the decision, or at least what I knew about it, and he got pretty angry. He wanted to form a union and go on strike apparently yesterday.
